Uasin Gishu Governor Presents ECDE and Vocational Training Progress to Senate

Uasin Gishu Governor, Dr. Jonathan Bii Chelilim, on Thursday appeared before the Senate Education Committee to present an update on the County’s progress in implementing Early Childhood Development Education (ECDE) and Vocational Training Centres (VTCs).

The session, chaired by Nominated Senator Betty Montet, highlighted significant strides made by the County Government in education service delivery.

Governor Bii reported that Uasin Gishu currently has 34,285 ECDE learners supported by 1,299 teachers employed on permanent and pensionable terms, and 91 on three-year renewable contracts. Eight additional teachers were absorbed from former local authorities.

To improve learning conditions, the County allocated KShs 79.2 million toward ECDE infrastructure and teaching resources. It also runs a school meals program costing KShs 1,624 annually per learner.

In addition, the County signed a Memorandum of Understanding with the Kenya Literature Bureau (KLB) for the supply of ECDE learning materials and has committed another KShs 10 million for the 2025/2026 financial year.

On vocational education, the Governor detailed funding allocations of KShs 104 million in 2022/23, KShs 92 million in 2023/24, and KShs 69 million for the current financial year. These funds have supported capitation, equipment procurement, and construction of modern workshops in VTCs.

Governor Bii also highlighted inclusion-focused initiatives like the Tujiajiri Programme, a public-private partnership with KCB Bank, which provides startup toolkits for disadvantaged trainees.

Other efforts include awareness campaigns, establishing centres of excellence, and retooling instructors to adapt to emerging technologies.

Despite the progress, Governor Bii acknowledged several challenges, including inadequate funding for ECDE infrastructure, limited public perception of vocational training, and competition from national institutions offering full scholarships. He called for greater national support to help counties bridge these gaps.

The Senate Education Committee praised Uasin Gishu’s structured and inclusive approach to education. Members commended the county’s efforts in professionalizing the teaching workforce and enhancing learning environments.

The Committee pledged continued collaboration to strengthen devolved education services across the country.

Present during the session were Senators Prof. Margaret Kamar (Vice Chair), James Murango, Nderitu Kinyua, Catherine Mumma, and Johnes Mwaruma.
