Koiyet Strikes Back: Sues After Brutal Goons’ Assault Tied to County Leaders; Rights Groups Demand Action

The Civil Society Network of Uasin Gishu County has strongly condemned the violent attack on city management officials that occurred on February 18, 2025. An alleged group of unidentified assailants stormed the offices, targeting City Manager Titus Koiyet. In the incident, both the city secretary and the City Human Resource Manager sustained injuries after being physically assaulted.

“This act of lawlessness is a direct affront to the principles of governance and the rule of law enshrined in the Constitution of Kenya,” said  Benedine Kipruto the chair Uasingishu  Civil Society Network. “Public servants must be able to execute their duties without fear, intimidation, or violence.”

The network has called on the Directorate of Criminal Investigations to launch a swift, thorough, and transparent investigation. “We urge the DCI to ensure that all perpetrators are brought to book. Justice must prevail to deter future acts of impunity,” the statement read.

In a related development, the Centre Against Torture—led by human rights activists Kimutai Kirui and Juma—has demanded the immediate resignation of Municipality Chair Julius Kitur. Speaking on the matter, Kirui castigated the county assembly for its inaction:

“It’s obvious our county assembly has failed to raise to the occasion and protect the county employees. The Barsuliek and Koita gangs have resurfaced. We are urging the national police to do their job without fear, and we will be petitioning the senate to also look into the issue as it has already spiraled out of control.”

Juma echoed these sentiments, emphasizing the urgent need for accountability.

Amid growing tensions, City Manager Titus Koiyet—who was forcibly removed from his office during the attack—has initiated legal proceedings. The Employment and Labour Relations Court of Kenya in Eldoret has certified his application as urgent. In case number ELRCPET/E017/2024, the court has issued orders restraining interference with his employment pending an inter partes hearing scheduled for December 4, 2024.

Earlier on Thursday, the county secretary addressed the media, providing background on the unfolding situation. In his briefing, he stressed the seriousness of the attack and reiterated the administration’s commitment to protecting public servants. “We are working closely with security agencies and legal authorities to ensure the safety of our officials and to bring those responsible to justice,” he stated. Although brief, his remarks underscored a resolve to reinforce security measures across county offices.

The recent surge in violence has raised alarm over the safety of public officials and the integrity of governance in Uasin Gishu County. Civil society groups and legal authorities alike are demanding immediate action to restore order and accountability in the wake of this disturbing incident.
