Government Expands Grassroots Administration With Over 1,800 New Administrative Units, Says Omollo

Principal Secretary for Internal Security and National Administration Raymond Omollo has reaffirmed the government’s commitment to strengthening grassroots administration through the operationalisation of more than 1,800 administrative units across the country, saying the move is improving service delivery, security coordination and access to key government programmes.

Speaking during a worship service at the Seventh-day Adventist Church in Mutumbu, Siaya County, on Sunday, Omollo said the Kenya Kwanza administration has established 74 new sub-counties as part of wider reforms aimed at bringing public services closer to citizens.

He said the expanded administrative network is designed to make government services more accessible while enhancing coordination between national government agencies and local communities.

Siaya Among Counties Benefiting

Omollo said Siaya County has already benefited from the initiative through the creation of new administrative units in Bondo and Alego Usonga. According to the PS, the additional units have reduced the distance residents travel to access essential government services and strengthened the government’s presence at the grassroots.

He noted that National Government Administrative Officers remain central to implementing government policies and ensuring wananchi receive services efficiently.

“The operationalisation of these administrative units is intended to improve service delivery, strengthen security coordination and bring government programmes closer to the people,” Omollo said.

Chiefs Play Vital Role in Government Services

The PS called on residents to support the recruitment of qualified individuals with integrity to serve as chiefs and assistant chiefs, describing the positions as critical to effective governance at the community level.

He said chiefs and assistant chiefs facilitate the issuance of national identity cards, support voter registration exercises, coordinate development programmes and help maintain peace and security within their jurisdictions.

Omollo stressed that competent and trustworthy administrators are essential for building public confidence in government institutions.

Appeal for Peace and Responsible Leadership

The Internal Security PS urged residents, particularly young people, to embrace peace, unity and responsible citizenship, saying sustainable development depends on social harmony and national cohesion.

He cautioned against divisive politics and actions that threaten peaceful coexistence, adding that leadership should be guided by integrity, service and commitment to improving the welfare of citizens.

He encouraged communities to work together in supporting development projects while creating an environment that attracts investment and expands economic opportunities.

Education Remains a National Priority

Omollo said the Kenya Kwanza administration continues to invest heavily in education through improved learning infrastructure, recruitment of teachers and expanded access to quality education.

He described education as the country’s greatest equaliser and a powerful driver of economic growth and national transformation.

The PS also encouraged young people to take advantage of government programmes that promote education, technical skills development and economic empowerment.

Infrastructure and Energy Driving Growth

On economic development, Omollo highlighted ongoing investments in infrastructure and energy, saying improved electricity connectivity and strategic energy projects are laying the foundation for industrialisation, employment creation and better livelihoods.

He also welcomed the operationalisation of the Sovereign Wealth Fund framework, describing it as a significant milestone in ensuring proceeds from Kenya’s natural resources benefit both current and future generations.

According to Omollo, counties with mineral resources, including Siaya, are well positioned to benefit from responsible and sustainable resource exploitation while attracting increased private sector investment.

Call for Inclusive Development

The PS reiterated the government’s commitment to ensuring every region benefits from national development regardless of political affiliation, saying inclusive growth is essential to Kenya’s long-term prosperity.

He also appealed to religious institutions to continue partnering with the government in promoting moral values, national unity and peaceful coexistence while supporting initiatives that improve the lives of wananchi.

Energy Cabinet Secretary Opiyo Wandayi, Bondo MP Gideon Ochanda and Gem MP Elisha Odhiambo attended the church service alongside other leaders and residents.
