Former EALA Legislator and Wiper Party Strategist Abubakar Zein Dies
His parliamentary work focused on strengthening democratic institutions, enhancing regional cooperation and advancing peace and security across East Africa.

Former East African Legislative Assembly (EALA) legislator and senior Wiper Democratic Movement official Abubakar Zein Abubakar has died, bringing to an end a distinguished career in public service that spanned constitutional reform, regional diplomacy and national politics.
Zein died on Thursday, July 9, at Avenue Hospital in Nairobi after an illness. His death has prompted an outpouring of tributes from political leaders, colleagues and friends who remembered him as a principled leader, skilled negotiator and steadfast advocate for democratic governance.
For a decade, from 2012 to 2022, Zein represented Kenya in the East African Legislative Assembly, the legislative arm of the East African Community (EAC). During his tenure, he played an active role in shaping regional legislation and promoting policies aimed at deepening political, economic and institutional integration among EAC partner states.
His parliamentary work focused on strengthening democratic institutions, enhancing regional cooperation and advancing peace and security across East Africa.
Among the notable initiatives he sponsored and supported were the East African Community Holiday Bill, 2013, a proposal to establish an East African Parliamentary Centre for Peace and Security, and resolutions urging partner states to adopt the African Charter on Democracy, Elections and Governance. He also championed legislation and policy initiatives that promoted cultural cooperation and encouraged regional observance of the International Day of Democracy.
Beyond the legislative chamber, Zein served on several influential committees, including the Committee on Regional Affairs and Conflict Resolution, the General Purpose Committee, and the Committee on Communication, Trade and Investment, where he contributed to oversight and policy development on matters affecting the East African Community.
Following the completion of his EALA mandate, Zein remained an influential figure in Kenya’s political landscape through the Wiper Democratic Movement.
In December 2024, Wiper Party leader Kalonzo Musyoka appointed him Head of the Presidential Secretariat and Campaign, placing him at the center of the party’s policy formulation, political strategy and campaign coordination. In that capacity, he became one of the party’s leading voices on constitutional governance, electoral reforms and public policy.
Earlier in his public career, Zein also served as a commissioner with the Constitution of Kenya Review Commission (CKRC), where he contributed to the constitutional review process that culminated in the promulgation of the Constitution of Kenya, 2010.
Leading the tributes, Kalonzo described Zein as a selfless patriot whose contributions to constitutionalism, democratic governance and regional integration would leave a lasting legacy.
He recalled working closely with Zein during the National Dialogue Committee (NADCO) talks in 2023 before appointing him to lead the Wiper Party Presidential Secretariat the following year.
Kalonzo praised the late politician as a thoughtful strategist, accomplished negotiator and mentor who combined political wisdom with humility throughout his years of public service.
“Today, a chapter of quiet, uncelebrated courage has closed, one this nation will only fully understand in his absence. We will miss Zein dearly, and at a most crucial time in our history,” Kalonzo said.
Throughout his career, Zein earned respect across political divides for his measured leadership, commitment to dialogue and unwavering belief in constitutional democracy. Whether serving in regional institutions or national politics, he consistently advocated for accountable governance, stronger public institutions and closer cooperation among East African states.
His contributions to the East African Legislative Assembly helped shape laws and policies designed to accelerate regional integration, while his work within Kenya’s constitutional and political processes reflected a lifelong commitment to democratic reform and nation-building.
Abubakar Zein leaves behind a legacy of public service defined by integrity, consensus-building and principled leadership. His influence extended beyond Parliament and party politics, touching constitutional development, regional cooperation and the pursuit of democratic governance in Kenya and the wider East African region.
Funeral and burial arrangements are expected to be announced by his family.
