President William Ruto has reiterated that there can be no meaningful progress in Kenya without ensuring peace, security, and stability.

Speaking at the launch of the National Police Service and State Department of Correctional Service Strategic Plans for 2023-2027 in Nairobi, Ruto underscored the government’s commitment to strengthening security institutions as part of a broader national development agenda.

“There can be no meaningful progress in our country unless our peace, security, and stability are guaranteed,” Ruto said, emphasizing that the well-being of Kenyan citizens and the country’s overall development hinge on a secure environment.

His remarks came during an event aimed at outlining the strategic direction of key law enforcement and correctional institutions over the next five years.

The new strategic plans for the National Police Service and the State Department of Correctional Service aim to modernize Kenya’s security apparatus and make it more responsive to the evolving and complex threats facing the nation.

Ruto emphasized the importance of adapting to the rapidly changing security landscape, citing challenges such as terrorism, cybercrime, and organized criminal activities as central to the reforms.

“We are investing in our security agencies to tackle these dynamic and multifaceted threats,” Ruto said, highlighting that security is not only a matter of law enforcement but also a foundational pillar for economic growth, social cohesion, and national development.

He added that security forces must evolve with the times to effectively counter emerging threats and ensure the safety of citizens across the country.

The president’s address was backed by plans to enhance the capacity and welfare of security personnel, improve the use of technology, and strengthen collaboration between national and local security agencies.

The launch of the strategic plans reflects the government’s recognition of the need for comprehensive security sector reform to address both old and new challenges.

The strategic plans include a focus on improving the operational efficiency of the National Police Service, boosting the professionalism of officers, and enhancing the correctional system to focus not just on punishment but also on rehabilitation.

In addition, the government aims to strengthen border security and improve coordination with regional and international security organizations to combat cross-border crimes.

Ruto concluded his address by calling for continued public support for the security forces, stating that the success of the government’s initiatives would depend on a collaborative effort between the government, security agencies, and the Kenyan public.
