Moiben MP Prof Phylis Bartoo has demonstrated her commitment to enhancing community safety through her dedication to grassroots development, which follows the commencement of the high mast floodlighting project at Chembulet Centre. The project has been implemented under the *Mama Na Mwangaza* initiative, a security enhancement program that stimulates economic development in residential areas and trading centres.

Prof Bartoo described the high mast light installation as a key achievement that addresses the ongoing security problems which Chembulet Centre has endured for many years. She explained that the area had poor lighting conditions which prevented residents and traders from moving freely during nighttime hours while enabling criminals to operate without detection.

The legislator mentioned that the new floodlighting system will enhance night-time visibility which will make public areas more secure and accessible during nighttime hours. The presence of sufficient lighting serves as a crime prevention measure which helps to rebuild trust among local residents and business operators and their guests.

“This initiative is about more than just lights. It is about reclaiming our public spaces and ensuring that people feel safe to work, trade, and move around at any time,” Prof Bartoo said. She stated that security functions as the essential element which enables community progress because people cannot achieve economic development when they live under constant fear.

The Moiben MP explained that the high mast lights will enable traders to extend their operating hours, which in turn is expected to increase business activity and income within the centre. The enhanced lighting at Chembulet Centre will result in increased customer visits during nighttime hours because it creates a lively atmosphere that supports local business activities and helps people maintain their livelihoods.

The *Mama Na Mwangaza* project supports the national government goal of building community security infrastructure, which will lead to sustainable development in local communities, according to Prof Bartoo. She explained that the organization established the initiative to create a safety-first approach which would enable economic growth which would provide local citizens with more secure and better living conditions.

The residents and traders who participated in the launch showed their support for the project which they believed would be beneficial to the community in its current state. The community members expressed that the lighting improvements would enhance security while bringing about better living conditions through improved nighttime accessibility of public spaces. Business owners, in particular, said they expect an increase in customer traffic and reduced losses linked to insecurity.

Prof Bartoo assured her constituents that her office remains dedicated to executing projects which will address their actual community requirements. She declared that her main leadership priorities involve establishing a secure environment while enabling personal development for all community members.

“As your representative, I will continue to support initiatives that protect our people and create opportunities for growth,” she said, adding that similar projects will be rolled out in other parts of the constituency to ensure balanced and equitable development across Moiben.
