The Kenyan Senate has unveiled its legislative priorities for 2025, with a strong emphasis on revenue sharing, devolution, and public participation.

Speaking at a media briefing from his Senate office, Senate Clerk Jeremiah Nyegenye outlined the institution’s commitment to strengthening devolved governance and advocating for county interests.

A key focus for the Senate this year will be revenue sharing between the national and county governments. Nyegenye reiterated the Senate’s role as a mediator in these discussions, ensuring an equitable allocation of resources that will drive local development initiatives.

“The debate surrounding revenue sharing is crucial for ensuring equitable development across Kenya,” he stated, emphasizing the Senate’s push for a transparent formula that benefits all counties fairly.

The Senate has previously played a crucial role in securing increased county funding and passing significant legislation to support devolution.

However, Nyegenye acknowledged the existing challenges, particularly financial constraints and the need to enhance public perception of the Senate’s effectiveness. Despite these hurdles, he expressed confidence in the Senate’s ability to fulfill its constitutional responsibilities.

Devolution remains at the heart of Kenya’s governance framework, and according to Nyegenye, refining its structures and addressing implementation challenges will be central to the Senate’s work.

“The Senate plays a vital role in devolution’s implementation,” he noted, stressing the need to ensure the system delivers on its promise of empowering counties and bringing governance closer to the people.

Public participation will also be a significant aspect of the Senate’s agenda. Nyegenye highlighted the importance of involving citizens in the legislative process, describing public engagement as a cornerstone of a vibrant democracy.

He assured that the Senate would continue creating platforms for citizens to voice their concerns and actively contribute to the country’s legislative discourse.

Looking ahead, Nyegenye projected a busy and potentially transformative session, with the Senate playing a pivotal role in shaping Kenya’s political and economic landscape.

By focusing on equitable resource allocation, strengthened devolution, and enhanced public participation, the Senate is poised to reinforce its role as a critical player in Kenya’s governance.

“The Senate is the voice of the counties,” Nyegenye concluded, “and we remain steadfast in our commitment to ensuring their concerns are heard and addressed.”

As the 2025 legislative session unfolds, the Senate’s ability to navigate these pressing issues will be instrumental in determining the future trajectory of devolved governance in Kenya.
