A senior Kenyan lawmaker has urged Member States of the International Conference on the Great Lakes Region (ICGLR) to implement critical legal reforms to better address emerging peace, security, and governance concerns in the region.

Mugambi Rindikiri, the MP for Buuri constituency and President of the Committee on Democracy and Good Governance at the Forum of Parliaments of the ICGLR (FP-ICGLR), made the strong appeal while presenting his committee’s resolutions before the Plenary Assembly during the 15th Ordinary Session of the Conference in Luanda, Angola.

Speaking to representatives from across the Great Lakes region, Rindikiri emphasized that without comprehensive and forward-looking legal frameworks, the region would continue to struggle with conflicts, insecurity, and governance challenges.

“We must move beyond rhetoric and take concrete steps towards legal reforms that enhance our capacity to manage emerging security threats and promote good governance,” Rindikiri said.

The Kenyan MP was part of a larger delegation from Kenya led by Senate Speaker Rt. Amason Kingi. The team also included Mandera Senator Ali Roba, Nyeri Senator Wahome Wamatinga, and Nominated Senator Hezena Lemaletian.

Their participation highlighted Kenya’s active role in promoting regional stability and democratic governance.

During his address,Rindikiri underlined that existing legal structures in many Member States were outdated and insufficient to deal with modern threats such as transnational crime, armed insurgencies, and political instability.

He urged governments to prioritize inclusive legislative reforms that reflect current realities.

The Committee’s resolutions called for greater cooperation among Member States, harmonization of national laws to tackle cross-border challenges, and increased support for institutions working on conflict resolution and peacebuilding.

Rt. Hon. Kingi and other members of the Kenyan delegation echoed the call for stronger legislative action, reaffirming Kenya’s commitment to a peaceful and prosperous Great Lakes region.

The session concluded with a collective pledge from Member States to review and strengthen their legal frameworks and to support initiatives aimed at fostering peace, democracy, and sustainable development across the region.

With continued collaboration and reform, leaders hope the Great Lakes region can overcome its persistent challenges and chart a new course toward stability and prosperity.
