Presidential hopeful and former Chief Justice David Maraga has accused the United Democratic Alliance (UDA) administration of complacency in the fight against corruption, alleging that public resources are being systematically siphoned under its watch.
Speaking in Eldoret on Thursday after a stopover at Huruma Grounds, Maraga delivered a scathing critique of the government, claiming that digital systems introduced by the current regime have become conduits for financial impropriety.
“This government has turned systems meant to serve citizens into channels for theft. Billions are being lost while Kenyans continue to suffer,” Maraga said.
He specifically cited the reported transfer of over KSh 6 billion from the e-Citizen platform, arguing that such incidents underscore systemic weaknesses in accountability and oversight.
“If those responsible are held accountable, the same money would be enough to stock our hospitals with medicine and ensure no Kenyan goes hungry,” he added.
Maraga, who is running under the United Green Movement Party, further accused President William Ruto’s administration of failing to safeguard public finances and prioritising self-enrichment over service delivery.
“What we are witnessing is not governance—it is organised plunder of public resources. That must come to an end,” he said.
Maraga’s remarks come against the backdrop of growing public scrutiny over alleged financial discrepancies in key government-linked systems.
Recent reports have highlighted concerns over billions of shillings reportedly unaccounted for within the Social Health Authority (SHA). The transition from the defunct NHIF to SHA has been marred by questions over financial controls, with auditors and legislators raising alarm over gaps in remittances and expenditure tracking.
At the same time, scrutiny has intensified around the government’s eCitizen platform, a centralized digital payment system for public services. Investigations and parliamentary queries have pointed to irregularities involving billions of shillings, with lawmakers demanding greater transparency on how funds collected through the platform are managed and remitted to the Consolidated Fund.
While government officials have at various points sought to assure the public that safeguards are in place, critics argue that the recurring reports signal deeper systemic weaknesses in public financial management.

The former Chief Justice pledged that, if elected president in the 2027 General Election, his administration would pursue those implicated in corruption cases without fear or favour.
“I will ensure that all those involved in the theft of public funds are arrested and prosecuted. No one will be above the law,” Maraga declared.
In a direct appeal to young people, Maraga urged Kenyan youth to register as voters in large numbers, framing the ballot as the most powerful tool for political change.

Maraga’s remarks are part of a broader campaign narrative in which he has consistently criticised the government’s handling of governance, economic management, and constitutional safeguards, positioning himself as a reformist candidate ahead of the 2027 polls.
Eldoret Media Hub, a working space for journalists based in Uasin Gishu County set up by the Uasin Gishu Journalists Association (UGJA) through a Media Council of Kenya (MCK) grant.
The facility was officially opened in August 2021 by the MCK Chief Executive Officer David Omwoyo.
