From Jail Cells to Government Halls: Dr. Ouma Oluga’s Rise from Medical Rebel to Principal Secretary

The narrative about Dr. Ouma Oluga begins with him exiling from Nairobi’s streets filled with teargas to his current position at the Ministry of Health which creates a political thriller.
Oluga who formerly served as Secretary General of the Kenya Medical Practitioners Pharmacists and Dentists Union, used his stethoscope as his main weapon against the government, while he staged nationwide strikes for healthcare worker dignity. In 2017, he became famous after police handcuffed him and put him in jail for 100 days because he refused to accept political power.
After his time on the picket lines, Oluga started a new chapter of his life. His ability to craft winning strategies showed he could use his street activism skills to achieve success in government. During his tenure with the Nairobi Metropolitan Services, he built hospitals in informal settlements, transforming damaged sites into places of hope while demonstrating that citizens could both demonstrate and deliver results.
He currently operates as the Principal Secretary for Medical Services who serves between William Ruto and Raila Odinga in Kenya’s first political coalition which connects two opposing parties.
The President and senior officials attended the grand thanksgiving celebration that welcomed Oluga back to his hometown of Rarieda. The festivities were more than a local celebration—they marked the coronation of a man who moved from jail cells to government halls, transforming activist passion into policy impact.
