Dr. Lawrence Tanui Says Framework Will Improve Service Delivery, Accountability, and Public Health

Dr. Lawrence Tanui, Managing Director of Eldoret Water and Sanitation Company (ELDOWAS), declared the new National Sanitation Management Policy for Kenya a major development which will change the entire sanitation system of the country during his participation in the policy’s official launch with senior government officials and sector stakeholders.

Eric Mugaa led the policy launch as Cabinet Secretary for the Ministry of Water Sanitation and Irrigation together with Principal Secretary Julius Korir and Director of Sanitation Management Eng. Mary Wamaitha to conduct the event. The event was held under the theme *“Towards Safely Managed Sanitation for All by 2030 and Beyond,”* bringing together representatives from national and county governments, development partners, utilities, and private sector players.

A Clear Roadmap for Sanitation Reform

Dr. Tanui described the new framework which the government presented as the national framework which will guide all sanitation activities in the country. The policy provides ELDOWAS and other utilities with a complete framework which enables them to build stronger operational systems while they develop their infrastructure and improve their accountability processes.

He claimed that the framework operates as an environmental sustainability path which will sustain public health protection together with socioeconomic development for an extended period.

Dr. Tanui explained that ELDOWAS customers will receive better sanitation services because the policy establishes essential standards for service delivery. The system introduces higher service standards which will enhance transparency while enabling citizens to participate in the process of developing sanitation solutions together with system expansion activities.

Stronger Service Standards

The policy establishes its primary framework through the creation of specific operational procedures which define the procedures for treating wastewater and discharging it. The established standards follow global safety practices which protect both people and natural resources.

Eldoret residents can expect reliable sanitation services which provide high standards and maintain their health. The policy creates performance benchmarks which service providers must achieve in order to guarantee they deliver the needed service standard

Enhanced Accountability and Transparency

Dr. Tanui established that a transparent accountability system will result in better public trust which will enhance both operational efficiency and service delivery responsiveness.

The policy establishes better infrastructure planning systems which allow for sewer network expansion and old facility rehabilitation and modern sanitation technology implementation. The new system enables Eldoret residents to enjoy better service through extended coverage and reduced interruptions and improved wastewater management operations.

The framework creates a strong requirement for the public to take part in all planning activities. The public must participate in planning sessions while they share their feedback and take part in decision-making activities. The method guarantees all sanitation systems effectively meet the specific requirements of households and businesses and public facilities.


Driving Sustainable Development Goals

Dr. Tanui explained that all parties involved, including service providers and government bodies and community members, share the duty of producing safe sanitary facilities. The sanitary systems enhance both residential and industrial areas because they prevent disease outbreaks and raise living standards and support regional economic development.

The policy enables Kenya to reach its sanitation goals because it establishes an international framework which the country must follow to establish complete access to sanitary facilities by 2030.

Dr. Tanui confirmed ELDOWAS will continue to provide customers with environmentally safe sanitary services which meet all reliability and safety standards. He expressed confidence that the policy will accelerate efforts to expand sewer connectivity, upgrade treatment facilities, and strengthen long-term planning.

The National Sanitation Management Policy launch establishes a major turning point for Kenya’s sanitation system which enables service providers to enhance public health protection while they work to protect the environment and enable urban development through sustainable methods.
