Ruto Rallies MCAs to Back Reform Agenda, Pledges Support for Welfare and Ward Fund

President Ruto established the MCAs as critical staff members who help the government create development programs which match the needs of local people and national development programs. President Ruto showed his vision for the country by presenting his plans which he described as ambitious and transformative plans which would achieve economic growth through national unity and careful financial management.

Ruto urged MCAs to back the National Infrastructure Fund because he saw it as a funding solution which would create permanent financial support for major national development initiatives. The fund would finance essential infrastructure projects which included roads construction, airport building, dam creation, irrigation system development, and electricity network expansion.

President Ruto told the representatives from different wards that sustainable financing which follows a structured pattern would create predictable financial support for their development work. The President requested ward representatives to promote the initiative to their counties and to the local residents.

Dr Ruto committed to backing the Salary and Remuneration Commission recommendations which will result in MCAs receiving higher salary grades from D4 to E2. He stated that the proposed reclassification reflects the weight of their responsibilities and their crucial role in strengthening devolution.

The President confirmed his administration will support both the County Assemblies Pension Scheme Bill and the Ward Development Fund which the National Assembly of Kenya is currently discussing. The proposed legislation would benefit MCAs through improved welfare while the grassroots communities would receive better services.

Ruto explained that giving authority to county assemblies serves as the main method for advancing devolution while creating equal opportunities for development throughout the nation. The forum’s chairperson Seth Kamanza demanded that the government pass the Ward Development Fund program for implementation within its operational framework.

The fund enables organizations to achieve their goals by creating equal development opportunities between wards while helping them meet their specific needs.

Kamanza requested lawmakers to complete the fund establishment process because it would enhance participatory governance and help MCAs address their community needs. The conference brought MCAs from all regions together to create new laws which would enhance financial sustainability while delivering better services through devolved administrative systems.
