Geoffrey Mosiria Exits Environment Docket as Governor Sakaja Restructures County Leadership

Nairobi Governor Johnson Sakaja has made a significant reshuffle in his administration, moving some County Chief Officers to other departments in an ongoing drive to revamp service delivery and ensure efficiency within various departments. The changes, which were made in line with Section 45(5) of the County Governments Act, 2012, allowing governors to reassign chief officers from one portfolio to another, when need be, were announced on Tuesday.

This includes a recent reshuffling in which ten CCOs were moved to new dockets, some of them with expanded mandates. The reshuffling has also seen some officers move into strategic areas of operations that fit their professional strengths or the evolving priorities of the county.

One of the notable changes includes the transfer of Clement Rapudo, popularly known as Clemos. Rapudo is quite a household name, especially considering he co-founded Calif Records. He has been moved from the City Culture, Arts and Tourism docket to head the Smart Nairobi sector. This is one of the core departments guiding the county’s drive toward digital transformation. It covers ICT development and enhancement of e-services intended to ease citizen access to government operations.

Further, Godfrey Akumali has been transferred from the docket of Business and Hustler Opportunities to serve in the Housing and Urban Renewal department, while Lydia Mathia takes over his previous role, essentially making a direct swap between the two officers. The move seems to revolve around fortifying oversight in both sectors, given that they are crucial in terms of supporting small enterprises and driving urban development.

Hibrahim Otieno takes over the Environment docket, which Geoffrey Mosiria exits in the reshuffle. Otieno, who was previously in charge of Medical Facilities, now cedes that docket to Sande Gyolo. Gyolo has been serving as the CCO for Digital Economy and Start-ups and is moved to take over the new docket as his former one falls under the stewardship of Wilson Gakuya. Before the reshuffle, Gakuya was in charge of the Smart Nairobi sector, meaning both he and Gyolo have effectively swapped responsibilities.

Another significant change is that of Zipporah Mwangi, who has been transferred from the Citizen Engagement and Customer Service docket to the City Culture, Arts, and Tourism department to fill a gap left by Rapudo’s transfer. The new reshuffle by Governor Sakaja is a signal that he is still committed to fine-tuning the county’s operations: placing officers where they can best contribute. Such a reshuffle is bound to bring new energy to the affected departments as the Nairobi County administration continues to work toward better service delivery for residents.
