Senate Committee Urges Mombasa County to Update Outdated Regulations
The senators underscored that this move is key to improving service delivery and boosting accountability in county governance.

The Senate Committee on Delegated Legislation has urged the Mombasa County Government to undertake a comprehensive review of its regulations to weed out outdated laws and align governance structures with modern legal standards.
Speaking during a meeting in Mombasa on Tuesday, the Committee, led by Tharaka Nithi Senator Mwenda Gataya, called on Governor Abdullswamad Nassir’s administration to ensure all county operations are backed by clear, current, and legally compliant regulations.
The senators underscored that this move is key to improving service delivery and boosting accountability in county governance.
“We recommend a thorough review of all the county’s regulations to ensure that every operation is legally compliant,” said Senator Gataya. “This will not only improve service delivery but also strengthen the legal foundation of your County’s operations.”
Governor Nassir welcomed the Senate team’s recommendations and commended the legislators for their active role in supporting devolution.
He affirmed his administration’s commitment to legal compliance, noting that updating the county’s regulatory framework would enhance service provision for Mombasa residents.
“We are grateful to the Senate for its oversight and support in strengthening devolution,” Governor Nassir stated. “My administration is committed to upholding the law and ensuring that our policies and regulations meet the standards set by legislation.”
Earlier in the day, the Committee also met with members of the Mombasa County Assembly (MCAs), led by the County Assembly Speaker.
The discussions focused on legislative oversight, the enactment of effective laws, and the challenges facing devolution in the region. Senators encouraged the MCAs to continue championing the interests of the people while maintaining their legislative independence.
The MCAs, in turn, appealed to the Senate to advocate for increased financial resources to support county assemblies. They stressed that adequate funding would empower them to perform their oversight and legislative roles effectively, without undue influence from the Executive arm of the county government.
After concluding their engagements in Mombasa, the Senate Committee is expected to proceed to Kilifi County on Wednesday for similar consultations with local leaders.
Among the senators present at the meetings were Committee Chairperson Mwenda Gataya, Vice Chair Danson Mungatana (Tana River), Issa Juma Boy (Kwale), Julius Murgor (West Pokot), Betty Montet, Joyce Korir, and Daniel Maanzo (Makueni).
