The National Assembly Departmental Committee on Regional Development is set to conduct the vetting of Michael Lenasalon, the Principal Secretary nominee for the State Department for Devolution.
The approval hearing is scheduled for today, Friday, April 4, 2025, at 10:00 AM at Bunge Tower, within the Parliament Buildings.
The vetting process follows a notification from the Speaker of the National Assembly (No. 003 of 2025), issued on March 26, 2025.
The Speaker conveyed President William Ruto’s message regarding the nomination of 14 individuals for appointment as Principal Secretaries, as per his constitutional mandate under Articles 132(2)(d) and 155(3) of the Constitution.
As per the established legal framework, the Parliamentary approval process is guided by the Constitution, the Public Appointments (Parliamentary Approval) Act, and the National Assembly Standing Orders.
These provisions require parliamentary committees to conduct thorough approval hearings to evaluate the nominees’ qualifications, integrity, and overall suitability for public office.
During today’s hearing, members of the Departmental Committee on Regional Development will scrutinize Mr. Lenasalon’s academic credentials, professional experience, and track record in governance and public service.
The nominee is also expected to outline his vision for the State Department for Devolution, detailing how he plans to enhance the effectiveness of devolution and address challenges facing county governments.

If approved, Lenasalon will formally assume office as Principal Secretary for Devolution, serving under the Ministry of Devolution.
However, if the committee finds him unsuitable, the President will be required to nominate an alternative candidate.
This vetting process is part of broader efforts to ensure competent leadership within Kenya’s public service, reinforcing the principles of good governance and accountability in state appointments.
