Kesses Member of Parliament, CPA Julius Ruto, has publicly expressed his support for Interior Cabinet Secretary Kipchumba Murkomen’s call for an investigation into former Public Service Cabinet Secretary Justin Muturi. This follows allegations that Muturi disclosed sensitive government information regarding the operations of the Cabinet and other confidential state matters.
In a speech delivered during a local development function in Kesses, MP Ruto emphasized the importance of discipline and confidentiality within public service. He stressed that any breach of trust, particularly involving sensitive state information, should be addressed decisively to maintain public order and government integrity.
“We have heard CS Kipchumba Murkomen announce that the government is investigating the allegations against former Public Service CS Justin Muturi, who is said to have leaked confidential details about Cabinet operations,” said Ruto. “As a leader who believes in upholding discipline and order in public service, I fully support CS Murkomen’s call for a probe. If it is confirmed that Muturi violated confidentiality by disclosing state secrets, the law must take its course to preserve trust in our government.”
The controversy erupted following statements made by Interior CS Kipchumba Murkomen, who called for a formal investigation into Muturi’s public remarks. Murkomen has been vocal about the seriousness of the allegations, asserting that any breach of confidentiality protocols by a former or current government official would be dealt with under the relevant laws. He emphasized the significance of safeguarding state secrets to protect national security.
“No former or sitting public official is above the law,” Murkomen stated. “When an individual entrusted with confidential government information chooses to publicly disclose it, they must be held accountable for violating the Official Secrets Act, which is in place to protect national interests.”
Muturi, who served as Kenya’s Attorney General before being appointed Public Service CS, has not issued a formal response to the allegations. However, his recent comments about Cabinet affairs have raised concerns among government officials, with critics arguing that his remarks undermine the confidentiality expected of public servants and could compromise national security.
In his support for Murkomen, MP Ruto called for all leaders—both current and former—to respect the oath of office and adhere to ethical conduct, particularly when handling sensitive information that could impact the stability and cohesion of the country. He further noted the critical role that confidentiality plays in the functioning of the government, stressing that such matters should never be politicized.
“Public office comes with a profound responsibility,” Ruto continued. “Whether in office or out of office, we must honor our duty to uphold confidentiality and discipline. Our nation requires sober leadership, especially when dealing with issues that affect our security and national stability.”
The potential investigation into Muturi could set a precedent for how Kenya addresses the protection of state secrets in the post-service context. This case could ignite a broader debate about transparency, whistleblowing, and the balance between public accountability and the safeguarding of national interests.
As legal and political observers closely monitor the situation, the case underscores the delicate balance between the right to free expression and the necessity of protecting confidential government information. With the investigation pending, many are awaiting further developments from the Interior Ministry and relevant investigative bodies.
