Isaac Mwaura Hands Over Government Spokesperson’s Office to Charles Owino
According to Mwaura, the office exceeded several of its communication targets during the 2025/26 financial year.

Outgoing Government Spokesperson Dr. Isaac Mwaura has formally handed over leadership of the Office of the Government Spokesperson to Charles Owino, ending a 33-month tenure that he said was focused on strengthening government communication, institutional growth and service delivery.
The handover ceremony took place at the Government Spokesperson’s Media Centre at Harambee Annex, where Mwaura described the transition as a demonstration of continuity and the importance of building institutions that can thrive beyond individual leadership.
Speaking during the event, Mwaura said a leader’s legacy is measured not by the position they hold but by the systems they establish, the people they mentor and the vision they leave behind. He expressed confidence that the office would continue to grow under Owino’s leadership.
To facilitate a smooth transition, Mwaura handed over key institutional documents, including the office’s Strategic Plan, Operational Structure, Organizational Framework, Procurement Plan, Standard Operating Strategy, Guiding Policy, Work Plan and a Two-Year Performance Scorecard. He said the documents would help preserve institutional memory and ensure the new leadership builds on the progress already made.
During his tenure, Mwaura oversaw significant expansion of the Government Spokesperson’s Office. He said the institution grew from a one-person operation into a multidisciplinary team comprising about 80 officers, including interns, supported by six fully operational departments.
He noted that the office strengthened coordination of government communication, improved public engagement, enhanced crisis communication and established partnerships with various stakeholders to improve the flow of information to citizens.
According to Mwaura, the office exceeded several of its communication targets during the 2025/26 financial year. Performance records showed achievements of 150 percent in press statements and media releases, 150 percent in regional media forums, 187.5 percent in radio dissemination, 162.5 percent in television dissemination, 237.5 percent in inclusive communication initiatives, 225 percent in strategic communication narratives and 279.2 percent in print media publications.
He attributed the performance to teamwork, innovation and the dedication of staff, saying the office had significantly expanded its communication outreach through traditional and digital platforms.
Among the communication products delivered during the period were 276 editions of the GOK Today headlines, 254 weekly press briefings and media releases, 175 radio programmes, 121 television programmes, 32 episodes of the Sema na Spox Bonga Na Gava podcast and 20 documentaries. The office also produced more than 2,500 short videos, over 12,000 photographs and numerous digital campaigns designed to improve public awareness of government programmes and services.
Mwaura thanked President William Ruto for giving him the opportunity to serve as Government Spokesperson and for appointing him to head the Office of Diversity, Inclusion and Disability Rights. He described the new assignment as an opportunity to continue serving the public in another capacity.
He also congratulated Charles Owino on his appointment, expressing confidence that the incoming spokesperson would build on the foundation laid over the past 33 months and steer the institution to greater success.
As he concluded his tenure, Mwaura said he was leaving behind a stronger and more resilient institution capable of adapting to the changing communication landscape. He emphasized that while leaders come and go, strong institutions, effective systems and a commitment to public service remain the foundation of good governance.
