DPP Approves Graft Charges Against Former Sports PS Kirimi Kaberia and Nine Others Over Ksh 330 Million CHAN Scandal

The Director of Public Prosecutions (DPP) has approved graft-related charges against former Sports Principal Secretary Ambassador Peter Kirimi Kaberia and nine other individuals over the alleged misappropriation of Ksh 330 million meant for Kenya’s preparations to host the 2018 African Nations Championship (CHAN).
In a press statement dated 7th September 2026, the Office of the Director of Public Prosecutions (ODPP) said the charges arise from investigations conducted by the Ethics and Anti-Corruption Commission (EACC), whose inquiry file was submitted to the ODPP for review and guidance.
“Upon an independent and thorough evaluation of the evidence, the DPP has determined that sufficient grounds exist to prosecute the suspects and the companies involved,” the statement read.
The 2018 CHAN tournament was ultimately moved from Kenya after the country was deemed unprepared to host the continental football championship, with questions later emerging over how funds allocated for renovations and preparations were utilized.
According to the ODPP, ten individuals will be charged in connection with the alleged financial misconduct.
The individuals to be charged are:
i. Amb. Peter Kirimi Kaberia – Former Principal Secretary, Ministry of Sports.
ii. Stephen Njoroge Muthuma – Senior Principal Finance Officer, Ministry of Sports.
iii. Harun Chebet Komen – Director of Administration, Ministry of Sports.
iv. Enock Ondwari Onditi – Principal Accountant, Ministry of Sports.
v. John Kiende Ruga – Senior Superintendent Engineer, Ministry of Sports.
vi. Marcos Gonzalez Puente – Director, Auditel Kenya.
vii. Samuel Mbaa Njoroge – Director, Taxwise Consulting Limited.
viii. Kitheka Muema – Director, Restea Enterprises Limited.
ix. Anthony Mwangi Kimanthi – Director, Lease Pride Limited.
x. Ephrahim Kinyua Muchangi – Director, Leasepath Limited.
In addition, six companies have been listed to face charges over their alleged role in the scandal. The companies to be charged are Auditel Kenya, Taxwise Consulting Limited, Restea Enterprises Limited, Lease Pride Limited, Leasepath Limited and Liroma Assurance.
The accused persons and entities will face charges including abuse of office, unlawful acquisition of public property, failure to comply with procurement laws, acquisition of proceeds of crime and financial misconduct.
The ODPP reaffirmed its commitment to fighting corruption and ensuring accountability in the management of public resources.
“The Office of the Director of Public Prosecutions (ODPP) reaffirms its unwavering commitment to upholding the rule of law, safeguarding public resources, promoting integrity, and ensuring accountability in the management of public affairs,” the statement concluded.
The approval of charges marks a major step in the long-running investigation into the 2018 CHAN funds, which has been cited as one of the most prominent cases of alleged mismanagement of sports funds in Kenya.
