Ruto: Rollout of Nairobi Metropolitan Policing Framework to Start in Days

President William Ruto has announced that the government will begin rolling out the Nairobi Metropolitan Policing Framework in the coming days, in a move aimed at shifting security management in the capital to a community-led model.

The President said the new framework will put residents at the heart of policing by fostering direct collaboration between communities, local leaders, the National Police Service, Nairobi City County and other security stakeholders.

Under the model, communities will jointly identify security challenges and craft local solutions alongside law enforcement.

Ruto made the remarks after receiving a progress report on the establishment of the Nairobi Metropolitan Police Unit (NMPU) from officials from the Ministry of Interior, the National Police Service and the Nairobi County Government.

“I am pleased with the progress made on the establishment of the Nairobi Metropolitan Police, an initiative that will place communities at the centre of policing,” Ruto said.

According to the President, the framework is built on consultation, public participation and strengthened oversight, and is intended to deliver a more coordinated and accountable policing system across the Nairobi Metropolitan Area.

“The rollout of the Nairobi Metropolitan Policing Framework will commence in the coming days, laying the foundation for a more coordinated, accountable and community-led approach to policing across the Nairobi Metropolitan Area,” he said.

He added that the initiative is expected to enhance public safety and rebuild trust between the police and the public.

“Together, we will strengthen public safety, deepen trust between communities and law enforcement, and build safer and more secure neighbourhoods for all,” he said.

The briefing at State House on July 14, 2026, was attended by Interior Cabinet Secretary Kipchumba Murkomen, Interior Principal Secretary Raymond Omollo, Inspector General of Police Douglas Kanja and his deputies, DCI Director Mohamed Amin and other senior NPS commanders.

The NMPU initiative seeks to improve inter-agency coordination, promote intelligence-led policing, enhance accountability and deepen community involvement in security matters.

The design of the framework was informed by benchmarking tours to metropolitan police services in New York, London, Rome and Tokyo, where CS Murkomen, Governor Sakaja and top police chiefs studied community policing, use of technology, emergency response and urban crime management.

The rollout comes as the government moves to strengthen security in Nairobi and its environs through models that emphasize public participation and local ownership of security initiatives.
