Cabinet Approves Sweeping Religious and Security Reforms, Greenlights CHAN Preparations

The Cabinet has approved a series of policy reforms aimed at enhancing public safety, improving service delivery, and addressing the growing threat of religious radicalisation, according to Interior and National Administration Cabinet Secretary Kipchumba Murkomen.

Speaking after attending the Cabinet meeting chaired by President William Ruto, Murkomen said the session endorsed key recommendations from the Presidential Taskforce on Religious Organisations.

The reforms centre on self-regulation by religious leaders, a legal framework for faith-based institutions, and the strengthening of umbrella religious bodies to improve accountability and encourage interfaith tolerance.

“We shall do our part as a Ministry to ensure that the planned multi-agency collaboration involving security agencies, interfaith platforms, and educational institutions supports effective implementation of the reforms,” Murkomen stated.

The Cabinet also approved the Power of Mercy Bill, 2025, designed to give full effect to Article 133 of the Constitution. The proposed law seeks to formalise the establishment of a multi-agency advisory committee to guide the President in exercising clemency powers.

Additionally, the Cabinet noted Kenya’s preparedness to host the 2024 African Nations Championship (CHAN). Murkomen confirmed that security measures are firmly in place, with officers trained by the Confederation of African Football (CAF) and National Youth Service stewards deployed to ensure the safety of players, officials, and fans throughout the tournament.

The CHAN event is viewed as a major opportunity for Kenya to showcase its organisational capacity and security readiness on the continental stage.
