Elgeyo Marakwet Senator William Kisang is demanding answers over alleged payroll manipulation, illegal promotions, and unprocedural appointments in the county government’s human resource operations, raising alarms about financial accountability and labor irregularities, Wednesday, July 23, 2025.

Kisang, speaking in the Senate while seeking a statement from the Standing Committee on Devolution and Intergovernmental Relations, cited “frequent and unexplained” changes in employment terms and questioned the reappointment of former county executive committee members and chief officers into prior roles without due process.

He alleged promotions were made without mandatory interviews, bypassing public service regulations.“An account for the payment of special house allowance totaling Kshs11,387,400 to 156 officers and an additional special salary amounting to Kshs3,141,193.50 to 25 staff members over one year despite clear public service guidelines prohibiting such discretionary payments,” Kisang said.

The senator also urged the committee, chaired by Sen. Mohamed Abbas, to investigate delayed or missing salary disbursements affecting county workers during three consecutive fiscal years from 2022 to 2025.

He further pressed for clarity on why 11 workers remained on probation beyond the legal threshold and why 7 retirees, aged over 60, were still on the payroll.

Kisang, a former MP for Marakwet West, warned that such practices could erode confidence in the county’s human resource integrity and called for immediate corrective measures. The Devolution Committee is expected to table its findings in the House in coming weeks.
