Health CS Signs Performance Contracts to Boost Sector Accountability and Service Delivery

Health Cabinet Secretary Aden Duale has presided over the signing of performance contracts for the 2024/2025 Financial Year with Semi-Autonomous Government Agencies (SAGAs) and regulatory bodies under the Ministry of Health.

The event marks a renewed commitment to enhancing service delivery, accountability, and the achievement of national health goals.

Speaking during the ceremony, CS Duale underscored the importance of performance contracting in promoting a results-oriented culture within the public sector.

He emphasized that the contracts provide clear, measurable targets that align with national priorities, particularly the government’s push toward Universal Health Coverage (UHC).

“We are at a critical juncture in the health sector. Expectations from His Excellency the President and the people of Kenya are high, especially as we roll out the Social Health Insurance (SHI) schemes under TaifaCare,” said Duale.

He urged agencies to meet these expectations with precision and avoid operational errors.

This year’s performance contracts focus heavily on the successful implementation of SHI and other flagship health programs, which are key components of Kenya’s broader Universal Health Coverage agenda.

Duale called for integrity at all levels of service delivery and reiterated his firm stance against corruption in the sector.

The event follows a series of performance contract signings involving the President, Cabinet Secretaries, and previous Health Ministry leaders.

Despite initial delays caused by the vetting and validation process, many institutions have already begun implementing the targets outlined in their contracts.

CS Duale directed institutional heads to cascade the performance targets across all levels of their organizations. He stressed that staff should be evaluated based on the achievement of these targets to drive better performance and improved healthcare outcomes.

Key values highlighted by the CS included mutual respect, teamwork, and resource efficiency.

Acknowledging ongoing challenges such as resource constraints and a recent “Stop Work Order” from the United States Government (USG), Duale encouraged innovation and efficient resource use to maintain progress.

He also emphasized supporting the Ministry’s Planning Department to ensure accurate, timely performance reporting.

Duale concluded by reaffirming the critical role SAGAs and regulatory bodies play in realizing the national health agenda, which remains a core pillar of the Bottom-Up Economic Transformation Agenda (BETA).

The event was attended by Principal Secretaries Ms. Mary Muthoni and Mr. Harry Kimtai, alongside Director General of Health Dr. Patrick Amoth.
