Ukraine’s government has, for the first time, confirmed that it has received from the United States a proposed roadmap that could potentially lead to an end to the ongoing war with Russia and expressed readiness for substantial discussions of the document. In a statement published on Thursday, President Volodymyr Zelensky’s office said that Washington had formally submitted what it called a “draft plan” aimed at reviving diplomatic efforts that have long been stalled.

The presidency in Ukraine said the draft had been handed over in the hope it might restart serious negotiations about how the war could end. Kyiv refused to make the contents public, but according to sources close to the document who spoke to AFP, a number of points in it closely reflect significant concessions Russia has repeatedly imposed since the invasion’s early stages. These include suggestions that Ukraine cede disputed territories and that the country accept limits on the size of its armed forces in the future.

Despite these controversial elements, the Ukrainian government said the meeting held in Kyiv with senior US military officials was constructive. Zelensky’s office said both sides agreed to continue analyzing and refining aspects of the draft in order to determine whether it could serve as a basis for securing what Kyiv calls a “honourable and just end to the war.” The statement stressed that Ukraine remains committed to trying all diplomatic paths that could lead to a “stable and long-lasting peace”, provided its core national interests are safeguarded.

“The Ukrainian side is ready to treat seriously and openly with the United States — in cooperation with partners both in Europe and within the wider international community — to work toward a genuine resolution,” the presidency said. Officials underlined that though Kyiv is willing to review the US framework, any final agreement must be aligned with Ukraine’s sovereignty, territorial integrity, and security needs. The announcement comes amid increased international focus on how to overcome the impasse in the two-year-long conflict. According to diplomatic sources, the next steps depend on the results of a future discussion between President Zelensky and US President Donald Trump; Kyiv confirmed that in the coming days, the two leaders should have a call. Observers say that conversation might determine how both countries move forward with the newly proposed US plan and whether it develops into a more formal process for negotiations.
