The State Department of Parliamentary Affairs plays a crucial role in streamlining policy and legislative initiatives to ensure the national development agenda is achieved on time.
According to Principal Secretary (PS) Aurelia Rono, the department’s vision is to strengthen political parties as the premier agents in advancing the government’s legislative agenda. She emphasized the department’s commitment to leading in the coordination and implementation of policies that shape governance.
PS Rono highlighted that the executive plays a fundamental role in implementing government policies and ensuring resources are allocated to the appropriate legislative frameworks. “There will be no allocation of funds or resources to programs if the executive does not exist,” she stated.
She further noted that beyond implementation, the executive has a duty to ensure that the resources allocated to various programs directly benefit ordinary citizens.
“Executives must make sure that the common mwananchi is well taken care of, and that the resources allocated assist them,” she added.
To enhance coordination between the government and Parliament, Rono explained that every state department has Parliamentary Liaison Officers. These officers assist Cabinet Secretaries and Parliamentary Secretaries in appearing before parliamentary committees or plenary sessions. They also play a vital role in organizing and coordinating the participation of Cabinet Secretaries in legislative discussions.
The State Department of Parliamentary Affairs also provides timely guidance and advice on measures to address challenges that could hinder the realization of legislative initiatives. By doing so, the department ensures that government policies are well-structured and effectively implemented.

She also highlighted the importance of the Public Policy Handbook, which serves as a guide for policy formulation and implementation.
