Mohammed Ali Seeks DIG Lagat’s Ouster Over Death in Custody

Nyali MP Mohammed Ali protested vehemently the reassignment of Deputy Inspector General (DIG) Douglas Kanja Lagat and is demanding his sacking and immediate prosecution over the controversial death of Albert Ojwang, who is said to have died in police custody.

Speaking to the press on August 2, 2025, the legislator and former investigative journalist criticized Lagat’s return to work, insisting that accountability must be maintained.

“I have always spoken out against extrajudicial killings and corruption. Now I hear DIG Lagat is back in office—he shouldn’t be there. We will not tolerate it,” Ali said.

He insisted that the death of Ojwang, which occurred under mysterious circumstances in a police station, should not be ignored or settled quietly.

“A young life was lost in police custody. There is no bargaining on this one—Lagat must resign, be prosecuted, and if guilty, serve time in prison,” Ali continued.

Ali’s remarks come after the High Court declined to grant conservatory orders barring Lagat from resuming his duties. Despite ongoing investigations by the Independent Policing Oversight Authority (IPOA), Justice Chacha Mwita ruled that Lagat could continue working as Deputy IG until the petition is fully heard and determined.

The constitutional petition, filed by UK-based activist Eliud Matindi, argues that Lagat’s remaining in office hinders current investigations. Matindi also questioned the appointment of Patrick Tito as acting Deputy IG, arguing that Lagat’s delegation of authority on June 16, 2025, was unlawful.

Reacting to news reports that Lagat had been absolved of any misconduct, IPOA issued a statement indicating its investigation is still on course.

The probe into the death of Albert Ojwang is still underway. Statements that IPOA has cleared DIG Lagat are misleading,” IPOA Chairperson Ahmed Issack Hassan stated.

The watchdog organization reaffirmed that, should investigations prove Lagat culpable, it will give the necessary recommendations for justice to be delivered.

Despite such assurances, Mohammed Ali asserts that allowing Lagat to continue serving while there is a pending investigation into his conduct undermines justice for Ojwang and public trust in police oversight.
