Inspector General of Police Douglas Kanja has urged Parliament to approve a larger budget for the National Police Service (NPS). He stated that more funds would improve the ability of the Service to deal with rising cases of transnational crime.

Speaking at the 3rd Leadership Retreat of the 13th Parliament in Mombasa on August 22, 2025, IG Kanja noted that the syndicates of crime are also evolving continuously. He delineated that cybercrime, drug trafficking, human trafficking, money laundering, organ harvesting, and wildlife trafficking remain major threats.

He stressed that more funds would allow the police to invest more in human capital, improve training, and increase logistical support. “Our officers need to be well-equipped to deal with new challenges in global crime networks,” he said.

Cooperation Between Government Arms

The chief of police also urged harmony among state institutions. He appealed for dialogue, consensus, and respect for the rule of law. Kanja told leaders that there should be harmony between the Executive, Parliament, and Judiciary in the interest of the nation.

On the Judiciary, he stated that judicial decisions should always balance fairness and the common good. He assured both MPs and judges personal safety, noting that the NPS remains committed to protecting public officers who face threats in discharging their responsibilities.

His appeal comes months after the Treasury read the 2025/2026 budget. In June, Treasury CS John Mbadi assigned Ksh464.9 billion to the security sector. Of this amount, Ksh125.7 billion went to the police, while the National Intelligence Service received Ksh51.4 billion.

National Administration and Internal Security was allocated Ksh32.5 billion, while Prison Services was allocated Ksh38.1 billion. The CS also proposed Ksh10 billion for leasing of police vehicles and Ksh3.6 billion for modernization of police. Another Ksh1.2 billion was allocated for construction and expansion of forensic laboratories.

Mbadi stated that they must invest in security to enable them to promote investment, ensure trade, and advance economic development in general.

In spite of the current allocations, IG Kanja believes the police need more assistance. He argued that cross-border crimes are complicated and demand better technology, more training, and better intelligence networks. “We must be ahead of criminals who exploit weak systems,” he said.
