During the event, the Governor Bii praised the unity displayed by leaders, representatives of the justice sector, and development partners, observing that the teamwork was an essential element in changing the justice system to become more open, effective, and oriented to the interests of the people.

“I commend the collective effort of all stakeholders in ensuring that justice delivery in Kenya is strengthened. The launch of the Administration of Justice Annual Report and the MEL Guiding Framework reflects our shared commitment to accountability, fairness, and equal access to justice for every Kenyan,” said Governor Bii.

In attendance were representatives of key institutions such as the Judiciary, the Office of the Attorney General, the Law Society of Kenya, county governments, and several independent commissions. They came together to reiterate their commitment to ensuring justice is accessible, transparent, and fair throughout the country.

Governor Bii said access to justice was key to democracy and good governance and that a strong justice system was critical for the protection of citizens’ rights and in inspiring confidence among the public.

“A strong and inclusive justice system protects the rights of citizens and ensures that governance is anchored on fairness and integrity. Every citizen deserves dignity and equality before the law,” he added.

He further praised the introduction of the MEL Guiding Framework, terming it a major step toward strengthening accountability and encouraging data-driven policy decisions within the justice sector.

The newly launched Administration of Justice Annual Report highlights several achievements, including the digitization of court operations, wider use of alternative dispute resolution mechanisms, and notable progress in reducing case backlogs.

Governor Bii emphasized that counties have a vital role to play in justice reforms, citing the importance of legal awareness, community mediation, and access to justice at the local level.

“For justice to have meaning, it has to reach the grassroots. Collaboration between national and county institutions will ensure that every Kenyan, regardless of their background or location, can obtain timely and equitable justice,” he said. The forum ended with a collective call from all the justice actors for increased inter-agency cooperation, deepened resource commitments, and strengthened justice delivery mechanisms in order to ensure that the system remains fair, inclusive, and effective.
