Agriculture Cabinet Secretary Mutahi Kagwe has raised the alarm over criminal gangs infiltrating Gen Z-led protests, warning that rogue elements are taking advantage of the peaceful demonstrations to unleash chaos.

Speaking during a tour of Nakuru County, Kagwe acknowledged the right of every Kenyan — especially the youth — to protest peacefully and express their grievances.

But he expressed deep concern over recent scenes of looting, arson, and destruction of property, saying they mark a dangerous shift from lawful dissent to outright lawlessness.

“What we’re seeing is no longer just peaceful protests. Criminal gangs have hijacked this movement, and they are out to destabilize the country,” Kagwe said.

He noted that small businesses and everyday Kenyans have suffered the most — livelihoods shattered, properties vandalized, and communities living in fear.

Kagwe called on the public to stay vigilant and protect both public infrastructure and private property. He also urged Gen Z protest leaders to remain peaceful and ensure their platforms aren’t used by criminals to sow disorder.

“This is a critical moment. The youth are raising valid concerns, but we must not allow thugs to use their voices as cover for destruction,” he added.

The CS further appealed to the Ministry of Interior to act decisively and swiftly to weed out those exploiting the protests for illegal gains.

He wrapped up by reaffirming the government’s commitment to engaging with young people and addressing their issues through dialogue, not destruction.

“The government is ready to listen — but let’s do it the right way. Peacefully. Respectfully. Together,” Kagwe said.
