County, UNHCR and Assembly Align Frameworks to Strengthen KISEDP Implementation

A delegation from the County Government, the United Nations High Commissioner for Refugees (UNHCR) and the County Assembly has held a high-level meeting aimed at aligning policy, legislative and operational frameworks with the Kalobeyei Integrated Socio-Economic Development Programme (KISEDP).
The meeting sought to strengthen coordination among key stakeholders and ensure that the implementation of KISEDP is fully integrated into county systems, with the goal of improving service delivery for both refugee and host communities while promoting sustainable and inclusive development.
During the discussions, participants reviewed KISEDP’s key strategic priorities, which include institutional strengthening, sustainable delivery of essential services such as health, water, sanitation and hygiene (WASH), social services, as well as the promotion of economic growth and human capital development.
Speaker of the Turkana County Assembly, Rt. Charles Lokiyoto, called on stakeholders to enhance alignment, minimize duplication of efforts and focus on building sustainable systems that go beyond individual projects.
“Let us agree on practical actions that reinforce county ownership, enhance accountability, and translate plans into tangible benefits for the people of Turkana,” Lokiyoto said.
He further reaffirmed the Assembly’s commitment to aligning county policies and legislation with the County Integrated Development Plan (CIDP) and the Shirika Plan as part of efforts to advance inclusive and sustainable development.
