On September 1st the bipartisan talk between the government and Azimio kicked off as agreed by the 10 member teams approved by the Senate to commence with the talks. The mandate of the Committee was to facilitate dialogue and consensus building and recommend appropriate constitutional, legal and policy reforms on issues of concern to the people of Kenya in line with the Constitution and the laws of the Kenya and respecting the functional and institutional integrity of state organs.
On Saturday 25, 2023, the National Dialogue Committee released its comprehensive report, addressing various critical issues, including the establishment of the Chief Cabinet Secretary office, the Office of the Opposition, and the pressing concern of the cost of living.
In addressing the challenge of the escalating cost of living that adversely affects a significant portion of the population, the committee proposed a strategic framework consisting of five pillars. Notably, one key resolution emphasizes a 50% reduction in travel expenses across all branches of the government, aiming to alleviate financial burdens and optimize budgetary allocations.
Furthermore, the committee called for a thorough review of all allowances granted to state and public officers by the Salaries and Remuneration Commission (SRC), advocating for a 30% reduction. The funds saved through this initiative will be directed towards initiatives aimed at reducing the costs of essential food items. Additionally, the committee reached a consensus on diminishing road maintenance and anti-adulteration levies by Ksh 5 and Ksh 3 per liter, respectively.
In a unified voice, the National Dialogue Committee underscored the imperative for the expeditious transfer of devolved functions from the national government to counties, encompassing crucial areas such as roads and schools. Concurrently, there was unanimous agreement on allocating at least 20% of all revenue collected by the national government as an equitable share to the counties.
This comprehensive and decisive proposal reflects the commitment of the National Dialogue Committee to address the economic challenges faced by citizens. By implementing these recommendations, the committee envisions a more sustainable and equitable socio-economic landscape for the nation.
