The Principal Secretary for Technical and Vocational Education and Training, Dr. Esther Thaara Muoria, has expressed sincere gratitude after receiving two top national honours during the 2025 End of Year Public Service Reflection Dinner and Agenda-Setting Retreat held in Kisumu.

“I give glory and honour to God for this recognition. It is a humbling affirmation of what can be achieved when an entire ecosystem moves with unity of purpose,” Dr. Muoria said upon receiving the awards.

She was recognized for the Achievement of an Unmodified Audit Opinion and Transformational Leadership, two distinctions that showcase her stewardship in ensuring accountability and driving reforms within the TVET sector.

The unqualified audit opinion has generally been regarded as one of the clearest signals that the public resources are well managed and the internal controls are strong. It speaks to a clean financial record and adherence to audit standards under her leadership.

The Transformational Leadership Award reflects the effort put in by Dr. Muoria in modernizing the TVET institutions across the country. It indicates improvement in governance structures, operational efficiencies, and performance-based culture within the State Department.

Dr. Muoria dedicated the two awards to staff, partners, and trainees in the entire TVET ecosystem, citing their innovations, resilience, and unrelenting commitment to ongoing reforms.

She said the honours symbolize collective progress that has been made to enhance accountability, digitize systems, improve training infrastructure, and develop a globally competitive model of TVET.

“Every milestone reflects the courage and determination of our staff and trainees to learn, innovate, and build a stronger Kenya,” she said, noting that such accolades would further motivate efforts in making the TVET sector more inclusive and transformative.

The Kisumu retreat brought together senior government officials to review the achievements of 2025 and outline strategic priorities for 2026. Dr. Muoriaโ€™s recognition stood out as an example of integrity, innovation, and disciplined, results-oriented public service.

Her performance was hailed as a benchmark of excellence for public administration and further cemented the government’s commitment to accountable leadership and effective service delivery. These awards by Dr. Muoria are a validation of progress made as the TVET sector continues its reform journey, thereby acting as an inspiration for continuous transformation across all institutions countrywide.
